San Diego County’s CLEAR ordinance took effect today, Friday, Feb. 27, reinforcing the County’s commitment to maintaining safe, welcoming public spaces while protecting civil liberties and maintaining public trust.
The Civil Liberties Enforcement and Accountability Rules (CLEAR), along with San Diego County Board of Supervisors Policy L-2, require federal immigration agents to present a judicial warrant before entering non-public areas of County facilities.
The policy protects due process and helps ensure that people can access essential services without fear or disruption. The ordinance is designed to create safe spaces for both the public accessing programs and County employees.
Under the ordinance, employees must follow CLEAR procedures. If approached by federal law enforcement, staff should request a judicial warrant or court order.
Multilingual signage will be displayed in County buildings and in facilities where the County contracts for services. The ordinance does not interfere with emergency operations or lawful cooperation on criminal matters. It applies specifically to immigration enforcement in non-public spaces.
To support transparency, the County will document any interactions with federal law enforcement and publish an annual report. County contractors and vendors are also required to comply.
