More college students across California now qualify for CalFresh after the state recently eased enrollment requirements. The change expands access to the nutrition program for students who may struggle to afford groceries while pursuing their education.
Students enrolled at least half time at a California Community College, California State University or the University of California now meet CalFresh enrollment requirements. Previously, students had to satisfy stricter criteria to apply.
This shift marks the second major update to student eligibility. On June 1 new federal rules granted students an exemption from CalFresh work requirements, further widening access.
Access to a program that is growing among college students. In January 2020, there were 6,000 students enrolled in CalFresh. By January 2024, that number jumped to nearly 13,500. As of September 2026, more than 18,800 CalFresh recipients who are San Diego County students receive CalFresh benefits, which can provide up to $306 a month for groceries.
To support the growing student population, the County partners with San Diego State University, University of California San Diego, Cal State San Marcos, Southwestern College, San Diego City College, Miramar College, MiraCosta College, San Diego College of Continuing Education and San Diego Mesa College. The County places benefits liaisons on campuses or offers appointments to help students navigate enrollment.
The County also works closely with campus basic needs centers, connecting students to immediate help with applications and required documents.
To reach students wherever they are, the County uses a mix of tools, including the online BenefitsCal application, printed and digital information materials tailored to students and short videos that walk them through what to expect during the process. These resources help students understand whether they may qualify and how to get started.
Students with questions can call the Countyโs Access Customer Service Call Center at 866-262-9881 or visit the BenefitsCal Student Center.
